Plugins not working properly

Problem: Any custom settings for the browser UI and, specifically, keyboard shortcuts and on/off for extensions are not saved. These settings reset to their defaults every time the browser is closed and restarted. All the extensions are off by normal.
Expected Behavior: User settings, including UI changes and extension shortcuts, should be saved persistently across sessions.
